Wheeled carts are often used in the construction of residential and commercial structures. They are commonly employed to facilitate installation of finish materials, such as drywall on wall and ceiling framing. The wheels for even a moderately loaded cart can 'punch' through OSB subfloor panels under certain conditions.
When this occurs, insufficient panel strength is often suspected. While possible, it is more likely that the wheel loading exceeded the strength of a properly manufactured panel. The Engineered Wood Association addresses this issue in their technical topic paper #TT-024A, titled Heavily Loaded Drywall Carts. It can be found at www.apawood.org.
